The Revised State Action Plan on Climate Change (SAPCC-V2) for Sikkim, updated for the period 2019- 2030, outlines a comprehensive roadmap to address climate vulnerabilities and ensure sustainable development in the state. Building upon the first SAPCC (2014), this revision incorporates advanced scientific analyses, enhanced stakeholder engagement, and integration with India’s Nationally Determined Contributions (NDCs) and Sustainable Development Goals (SDGs). Key advancements in SAPCC-V2 include a robust climate profiling exercise that analyzed historical data (1951-2014) and projected climatic shifts until 2045. The findings reveal rising annual maximum and minimum temperatures, declining frost days, and increasing variability in monsoon rainfall, all of which pose significant challenges to agriculture, water resources, and biodiversity. Vulnerability assessments conducted at the district level across six critical sectors—agriculture, forests, water, health, disasters, and socioeconomic—have identified regionspecific risks and prioritized adaptation measures. The analysis, conducted at the district level with technical assistance from premier institutes like IIT Guwahati and IIT Gandhinagar, underscores the need for targeted adaptation interventions. The mitigation strategies prioritize energy efficiency, transition to electric vehicles, and sustainable waste management. Adaptation measures emphasize crop diversification, water conservation, disaster preparedness, and public health resilience. Recognizing the challenges posed by Sikkim's mountainous terrain and limited infrastructure, the plan includes strategies for enhancing weather monitoring, strengthening disaster management systems, and fostering community-led initiatives. Notable achievements highlighted in the SAPCC-V2 include the state's 100% organic farming milestone, innovative green initiatives like “Mero Rukh Mero Santati” (My Tree My Legacy), and efforts to combat substance abuse. Additionally, the plan addresses funding gaps by proposing clear financial strategies linked to state and central schemes. The SAPCC-V2 underscores the importance of cross-sectoral collaboration, capacity building, and community participation to implement climate actions effectively. By aligning with national and global climate objectives, the SAPCC positions Sikkim as a leader in sustainable development and climate resilience. The final report is being prepared/in progress.
